We have a simple matrix.

1 2 -7
2 -3 0

We need a 0 in the 2nd row, where the 2 is (2,1), so we can multiply R1 by -2 and add it to R2.
we get

1 2 -7
0 -7 14

Now we need a 1 in the 2nd row there the -7 is (2,2). We can do this by multiplying R2 by -1/7.

we get
1 2 -7
0 1 -2
